I don't know of any preexisting ones that you can download, but putting one together should be pretty simple with PHP. PHP can handle file submissions from form ($_FILES) and you can save tags and any other information in a MySQL database that you can build to suit your needs.

I need some tips on setting up a Linux Server.....?
I purchased a service which provides a Dell ESP 440 with CentOS 4.x. I connected via SSH and when I type 'LS' all I see is a file called 'anaconda-ks.cfg'. It appears like the server is empty. I've done a lot of freelance PHP programming and some 'light' server functions; I've setup a few IIS servers but nothing of this scope. Basically I am developing a large-scale website, Joomla-based, with server-side video transcoding (using FFMPEG). Any good online tutorials on setting this type of server up?
When you log in with SSH it takes you to the USERS home directory. Which if you logged in as root won't have much in it. Try cd / then ls. I'll bet you will see all sorts of files.
I would suggest if you really arent real familiar with LINUX that you install a web host control panel. Zervex has a nice free one for single domains.. http://zervex.com it makes management a whole lot easier using a web based interface.
There are several others but that one works well with CentOS.
Zervex will install the proper MySql and supporting items that you will need for Joomla etc. It also makes it easy to manage email users, etc.
If you want a full open source one try http://www.ispconfig.org/
ISPconfig is not too bad but support for Zervex is better since they also offer a commercially supported version.
Then pick up a good set of books on Linux and Apache. Sams publishing has several good starters.
I liked and use it regualarly a book called Teach Yourself PHP, MySQL and APACHE in 24 Hours. Its by Meloni and is really a good reference quide (I know you're used to PHP but APACHE is different than IIS.. and on linux its much more stable to boot!)

and many many others. You also need to know about sendmail or courier mail server etc. which ever was setup for you if any.
But the one piece of advice I can say for sure is -- install a control panel your life will be much easier for everything! You might even want to consider getting a Linux experienced consulant or administrator to get you going.

How to stream live video for Web page?
I am interested in streaming live video to my Web page for viewing.
What needs to be done to make this happen?
Can an independent cable TV station somehow film the event and upload the feed to my ISPs (Network Solution) Linux server?
I also wanted to have the video embedded (240 x 201 pixels) in my Web page, similar to the process of YouTube and embedding video on one's Web page page.
I thought about having someone video tape the event, save it to a video file for viewers to download, but was concerned the file would be choppy during playback. Plus, it would take a long time to download.
The event would be about an hour in length.
If end-user downloading is the preferred option, what is the best format to use for quality a low band width...Windows Media File, Quicktime or Real Media?

There are two ways of "downloading" videos: a one-time download and streaming.
One-time download means that you have to download the whole play before you can see it.
Streaming sends "packets" and the player starts when one packet is received. It does not go "choppy" (unless you have a very low bandwidth), if your frame rate is reasonnable.
Streaming is done in two ways:
- live streams: you take a camera, connect it to the server, and the server sends out packets as they are ready. You can start in the middle of a play. You can't go back. This is how television stations set a live stream, by using what they call a "mirror". (what goes out is the same as their antennae feed!)
- recorded streams: the "film" is stored on the server. On call, it starts streaming from the first packet. Different viewers at different time see the whole, starting at frame 1.
How to play the video:
As long as ALL the sources are on your server, you can use some flash applic to stream the video, but you will have to convert your videos to FLV format (very impractical), because Flash only plays FLVs.
For live streams form another source (another domain), flash is to be abandonned: you will NEVER get the cross-domain authorisation, nor the right format!
I use the clien't player (ie Window media player), controlled by my code, to display what I want. I have found that WMP is the easiest to use, and works on all major browsers.
