Why are cell phone companies still using cellular towers for locating cell phones instead of GPS?
What are their reasons if almost every phone has a GPS chip in it now?
Because only about 10% of all cellphone have a GPS chip in it in reality. Most people have cellphones that are up to 2 years old or more, and the older the cellphones the less likely they are to have GPS functions at all. As more and more people want GPS features in their cellphones, the phone manufactures make more and more PDA-style cellphones with GPS in them, and tend to ignore the other cellphones. The main exception to this are phones made for the Nextel iDEN line - almost all of these phones have GPS built in.

Is there a better Cellular/Computer Phone than a BlackBerry 8830 World Edition?
For the internet, travelling (around the World), GPS, You Tube, "for everything" to cellular/computer phones, is the BlackBerry 8830 World Edition the best Cellular/Computer Phone out there?
You didn't mention email which is a major benefit of having a blackberry. Therefore, it sounds like just about any Global phone will work for you and just really depends on if you require a full QWERTY keyboard or not, the size, touch screen or no touch screen, etc...
I will say that blackberries are very dependable and stable and can take a lot of abuse. The 8830 is a good phone if you can do without the camera. Alot of carriers have chosen to disable the GPS on the 8830 so check with your provider.

lost phone - gps?
I've just lost my phone yesterday, and of course it's was my second one in 5 months. The first one i had fell out of my pocket when i was running and broke at the hinge.
Anyways, i have it turned off, so calling it won't help anything. I'm pretty sure that a lot of newer phones have gps tracking, but i'm not sure how available that is to use, exspecially if the phone's turned off. I've heard that it's possible to track 911 calls to the location, but can just anyone use it? or are all the stories of tracking phones fake?

Most of the stories you have probably heard are rumors. As of 2005, all cell phones had to be E911 capable to comply with FCC policy. All this meant is the phone had to have the GPS ability so 911 could track it. Even with this service it still takes hours to track your phone...with 911. This service, however, is not available to the public meaning you personally cannot track your phone and 911 will not do it for you...it is not their job. Also, your wireless carrier does not have the ability to track your phone. Unless you are nearly murdered and dial 911, the GPS ability is basically pointless for you.

If so are there extra added costs for using them out of the local area? What would you recommend? Also can you get the benefits like the regular cell services like using the gps nav.service and any other extras?

The ubiquitous cell phone has revolutionized the way people communicate. Communication has become more efficient, and way more accessible. Gone are the days of searching for a pay phone, and then searching for those evasive quarters. Cell phones have evolved from a large, one-dimensional device to its present multi dimensional, small form. They keep millions of people in touch with business, family and friends. In addition, they are proven to be very valuable during times of emergency. Contemporary cell phones perform many functions, access to the Internet, access to streaming data, video cameras, and entertainment. They are clearly a great way to communicate, and in some cases are replacing traditional telephones.
In 1843 Michael Faraday did a series of experiments that ultimately lead to the underlining principals of today's cell phones. By 1947, a crude mobile phone was developed, and in 1977 cell phones went public. The city of Chicago was where the first service was started with around 2000 subscribers. The term cell phone originated from the use of many base stations to divide service areas into multiple cells. These multiple cells allowed for a wider range of coverage, and a greater call volume. The 1980's saw a genuine proliferation of cell phone use, and by the 1990s analog signals were being replaced by digital signals.
Like televisions, computers, and all other electrical devices, mobile phones emit electromagnetic radiation. The fear was that these devices were being held to close to an individual's head, and this radiation could cause some form of brain cancer. In a 1999 study, investigators at the Orebro Medical Centre in Sweden compared the past mobile phone use of 209 Swedish brain tumor patients and 425 healthy people. The study found no mobile phone/brain cancer link in virtually all respects, cancer researcher John E. Moulder, Ph.D., says. All the available scientific evidence does not show that any health problems are associated with using wireless phones in adults, children, and teenagers. In spite of this, prudent precautions should be exercised. These include taking measures to move the cell phone antenna at least eight inches away from your head by using hands-free sets, remote earpieces and microphones, or installing radiation shields for hand held phones.
