VOICE CHANGER ECM-V1

My little brother is a total Team-Fortress/Counterstrike addict. He spends hours just yelling tactics and such into his microphone.

As a practical joke, I want to put a program on his computer that will alter his voice. Preferably the "I just sucked on a helium balloon for an hour" voice. Or something that sounds completely hilarious.

Anyone know of any programs that can do that? I need something free/gpl.

I don't think they sell an after-market voice distortion device for XBL. There is a sound effects machine for it though (see the link).

I also agree with the other answer though, as someone who played XBL as far back as the Beta. The first person you mute in any game is the 10 year old with the distorted voice. It was always like a license to be retarded, for whatever reason.

Just do a search for "voice changer software" and be amazed by the amount of software available (I got 1.940.000 hits!).

Most of it is commercial software, so look, compare and ultimately choose something that suits your needs.
